HIGHLIGHTS:
Even as we face an economic crisis which demands our constant focus, forces of nature can intervene which create instant crisis. For the people living along rivers spilling over their banks in Minnesota, North and South Dakota are facing one such moment. Rivers have flooded or are at risk of flooding by the Red River.
On Tuesday I granted a Major Disaster declaration request for North Dakota and poured support into the region, followed by an emergency declaration for the state of Minnesota, and we're also keeping a close watch on South Dakota.. The Department of Homeland Security and

FEMA director, Nancy Ward has been surveying the area herself. The U.S. Army Corps of Engineers is constructing levies. The Department of Defense is moving people and supplies. Hospitals and nursing homes in the area are being evacuated. Teams from the Department of Health and Human Services are providing aid as well as the Red Cross.
My administration is working closely with each state's governors, senators, and congressmen. We will do what must be done in concert with state agencies and volunteers to help. For moments like these we are reminded of the power of nature, but also of the power of people to make a difference.
Thousands of volunteers filled 2.5 million sandbags in the Fargo Dome in just 5 days, working against the clock day and night. Others braved freezing temperatures to build levies along the river banks. College students have traveled to lend a hand during their spring breaks. High schoolers have offered to lend a hand, coordinating online to figure out the best way to help.
Their service is intrical to our response. It's a reminder of what we can achieve as we serve across the nation in our communities.
Individual citizens can make a big difference. I'm so happy that legislation passed last week and this for Americans to serve in our communities. This bipartisan bill was supported by Orin Hatch and Ted Kennedy. I'm looking forward to signing this important measure into law. The truth is we're all in this together. That's what brought so many people to help North and South Dakota and Minnesota.
